Brasília – The president of the National Association of Railway Transporters (ANTF), Rodrigo Vilaça, said this Thursday, 15th, that he does not believe that the government should carry out new railway tenders within the Logistics Investment Program (PIL) later this year.
According to the executive, the model will still need to undergo adjustments so that investors feel attracted to the stretches of railroads that the government intends to grant to the private sector.
“I don't believe in any railway concessions this year because there is still the 'Valec risk' and the need to encourage investors in long-term projects that require significant contributions”, stated Vilaça.
For the president of the entity, the government would need to make changes and reassessments in some sections. “About 90% of the way forward has been identified. In the second half, we will be able to have a better signal about the model”, he added.
According to Vilaça, among the issues that need to be resolved is the bureaucracy in the environmental licensing of projects, in expropriations and in obtaining financing from the BNDES.
“It's not a lack of money, but the complexity of the bureaucracy in the search for resources. It is also not clear how Valec will buy the cargo capacity on the concession railroads. Opportunities exist, but the rules need to be better defined, ”he concluded.
