The advisor to Valec's Superintendence of Operations, Alex Trevizan, said that the formula that will provide guarantees to the private sector for investments in railway concessions is close to a resolution. According to him, this mechanism will give “robustness” to the program and will attract companies to compete for railway projects.
“I believe that 70% of the guarantee system is ready”, he said, after participating in the panel Expansion of Modal Ferroviário at the 9th Meeting of Logistics and Transport, in the capital of São Paulo.
The fiduciary agent being discussed will be the link between the railway concessionaire and the financial institution that will hold the R$15 billion in Treasury bonds intended to cover payments to investors in the event of Valec's default. Investors demand a mechanism that removes the political risk from the state-owned company Valec, which will be responsible for most of the concessionaires' revenue.
Trevizan did not give certainty that the concession of the Ferrovia de Integração Centro-Oeste (Fico) will take place this year. The stretch will connect the municipalities of Campinorte (GO) and Lucas do Rio Verde (MT). According to him, the National Land Transport Agency (ANTT) is making the final adjustments to publish the public notice, but is still seeking to gain the trust of the private sector in the new railway model. “The market still needs to understand the model and feel secure,” he said.
He, however, stated that there are already proponents. “There are national and international interested parties,” he said, without giving details.
