São Paulo – The National Land Transport Agency (ANTT) calculates that the new model of railroads can provide a reduction in the price of freight between 25% and 30% for the end user.
According to the agency's Infrastructure Regulation and Rail Freight Transport Services manager, Alexandre Porto, the potential drop in price is due to the scale gain that the operation with Valec can provide by acquiring all the capacity of the railroad in dealer.
In the new railroad system, called the “open access” or horizontal model, Valec will buy all the railroad capacity from the concessionaire, who will be responsible only for building and maintaining the track.
The state-owned company will then resell this capacity to companies that wish to carry out transport through the network.
“The purchase of 100% of the capacity by Valec will allow gains in scale”, said Porto, today, after a public hearing on the regulation of the figure of the independent railway operator (OFI).
“The railroad user will only pay Valec for the stretch they use, so the government is responsible for idleness,” he explained.
During the hearing, ANTT authorities stated that the agency received about 30 contributions for the regulation of the OFI. The public consultation period will end this Thursday, 17, at 18:XNUMX.
